Intent on starting a war between the United Kingdom and China, media baron Elliot Carver sends Gupta to purchase an American military GPS encoder. Using this device, Gupta meacons the GPS signal and sends a British frigate off-course into Chinese-held waters in the South China Sea.
The HMS Devonshire's seventeen survivors are brutally murdered with Chinese weaponry to frame the Chinese for the frigate's sinking.

Q pops up at an Avis rental station in Germany to issue Bond's car. Later, during a chase scene, Bond exits the car and sends it flying off a carpark roof before crash-landing into an Avis station across the street.
Q sends Bond off with a BMW 750, equipped with all the usual refinements: machine gun, rockets, and a GPS tracking system.
Anthony Hopkins was originally cast as Carver, but was displeased to discover there was no finished script and walked away from production after just three days.

Paris Carver is the wife of British media baron and criminal Elliot Carver. Bond travels to Hamburg with orders to seduce Paris, who is also an ex-girlfriend from many years before, and pump her for information.
