Max Denbigh, also known as C, wants to create the Nine Eyes Committee, an intelligence-gathering alliance between nine countries, and shut down the '00' section in the process.
Mr. Hinx ambushes Bond and Madeleine as they cross North Africa by train. Bond attempts unsuccessfully to defeat the hulking assassin by attacking him with a knife, a tray, a crate and a wine bottle. Eventually Hinx's sheer strength overpowers Bond, but he is saved at the last minute by Madeleine, who shoots Hinx in the shoulder.
FRANZ: Do you know what it is?
MADELEINE: It's a meteorite.
FRANZ: Yes, exactly. The Kartenhoff. The oldest in human possession. The very meteorite which made this crater. Think about it. So many years up there, alone and silent, building momentum until it chose to make its mark on Earth. A huge, unstoppable force.
BOND: Except it did stop, didn't it? Right here.
As Oberhauser tortures Bond, he reveals that he has taken on a new identity, that of Ernst Stavro Blofeld, in order to avoid legal trouble after murdering his father, Hannes.
Thinking Bond defeated, Blofeld reveals that Max Denbigh is actually an agent of SPECTRE and is about to get SPECTRE access to the greatest surveillance system in the world.
As the wounded Blofeld crawls from the wreckage of his helicopter, 007 holds him at gunpoint. Blofeld dares Bond to "Finish it," but knowing life in prison will be more painful for the villain, Bond ejects his magazine and claims to be out of bullets. As Bond leaves with Madeleine, M arrests Blofeld on behalf of Her Majesty's Government, under the Special Measures Act of 2001.
